Scientific Committee on Nursing and Midwifery Education
Terms of Reference

These Terms of Reference for the Scientific Committee for Nursing and Midwifery Education outline the areas of focus and responsibilities of the Committee.  The Committee is organized and commissioned by the UAE Nursing and Midwifery Council (UAE NMC).  As such, all of its recommendations are reviewed and actioned by the Council.  Committee work is conducted collaboratively, with the input of key stakeholders and representatives from the nursing and midwifery professions, healthcare provider and regulatory entities, academics, government, and from the public.  The Scientific Committee on Nursing and Midwifery Education will address the following:  


1.   Develop strategic directions for the advancement of nursing and midwifery education, aligned to international, national, and regional standards. 
Standard Setting

2.   Develop and propose standards for: 
          a.   Academic, degree-granting programs  in nursing and midwifery at the undergraduate and graduate levels
          b.   Educational programs (non degree-granting) leading to professional qualifications recognized by the UAE NMC
          c.   Continuing education and professional development programs

3.   Establish a plan to implement standards, and to monitor adherence to those standards. 

4.   Review and up-date standards according to committee policy, every 4 years or as deemed necessary.


5.   Develop accreditation standards, criteria and processes for the accreditation of programs.

6.   Establish communication and training programs for organizations seeking accreditation.

7.   Propose to the UAE NMC those programs that are eligible for accreditation. 

8.   Propose to UAE NMC those programs eligible for re-accreditation.  

9.   Establish a system to grant and record continuing education credits.

Guidance and Advice

10.   Provide assistance to organizations seeking accreditation.

11.   Follow trends in nursing, midwifery and health professions education and bring significant emerging issues and trends to the notice of the board. 
12.   Provide consultation, conduct workshops, forums and studies, and establish a research agenda for nursing education as deemed appropriate.

13.   Convene ad hoc task forces as deemed necessary.

14.   When required, seek and provide input to other scientific committees and ad hoc task forces.
